Tribunal and Complaints Officer Liverpool City Council
Rate per day: £400 per day
Hours per week: 35 hours per week
Working Arrangements: Hybrid – 2 days per week on site
Liverpool City Council is seeking an experienced Tribunal and Complaints Officer to provide short-term support within the SEND service. This interim role has been created to increase capacity and help reduce the backlog of SEND complaints and tribunal cases, which is a key corporate priority.
The successful candidate will have significant experience managing SEND complaints and tribunal processes, ensuring statutory timescales are met while working collaboratively with families, schools, legal services and other stakeholders.
Key Responsibilities:
- Manage a caseload of SEND complaints and SEND Tribunal appeals from receipt through to resolution.
- Prepare high-quality responses to complaints in line with statutory guidance and corporate procedures.
- Coordinate tribunal cases, including gathering evidence, preparing documentation and liaising with legal representatives.
- Work closely with SEND Case Officers, Educational Psychologists, schools and external agencies to obtain information and resolve disputes.
- Attend mediations, tribunal hearings and case management meetings where required.
- Provide expert advice on SEND legislation, the Children and Families Act 2014, and the SEND Code of Practice.
- Identify opportunities for early resolution to minimise formal complaints and tribunal proceedings.
- Maintain accurate case records and ensure compliance with statutory deadlines.
- Contribute to service improvements by identifying recurring issues and recommending process enhancements.
Essential Requirements:
- Proven experience managing SEND complaints and SEND Tribunal cases within a Local Authority.
- Excellent knowledge of the Children and Families Act 2014, SEND Code of Practice and relevant legislation.
- Strong report writing, case management and communication skills.
- Ability to work independently in a fast-paced environment while managing competing priorities.
- Experience liaising with legal teams, schools, families and multi-agency professionals.
