Pertemps are recruiting for an experienced Anti Social Behaviour Service Manager in West London.

Overview:
·         To provide strategic leadership for all borough-wide Anti-Social Behaviour (ASB) and associated enforcement functions, ensuring effective prevention, investigation and enforcement that protects vulnerable residents, reduces harm, strengthens community confidence and meets statutory, regulatory and Housing Regulator requirements.
·         The postholder acts as the Council’s principal professional advisor on ASB, tenancy enforcement, community safety and environmental enforcement, influencing corporate decision-making and providing expert guidance to senior leaders, Cabinet Members, the Landlord Board and key statutory partners. The role is accountable for the design and delivery of the borough-wide ASB strategy and plans, the Localities operating model, daily
·         operational service delivery and innovative approaches to managing demand, reducing harm and tackling persistent hotspots.
·         The role carries senior accountability for high-risk, distressing and trauma-related casework, including domestic abuse, serious violence, exploitation, hate crime and safeguarding. The postholder is required to make urgent, safety-critical decisions, often with incomplete information, balancing complex legal, safeguarding, operational and organisational risks, and to provide visible leadership for staff wellbeing and trauma-informed practice. The role provides senior governance of complex multi-agency ASB, domestic abuse and safeguarding cases, leads borough-wide partnership arrangements with Police, Adult and Children’s Social Care, regulators and government bodies, and ensures the Council is inspection-ready, audit-compliant and resilient in the face of emerging risk, legislative change and external scrutiny.
·         The role leads a fully integrated ASB service following the merger of Localities, Housing ASB and Street Scene functions, and is responsible for designing, implementing and embedding innovative service delivery models, ensuring compliance with statutory duties, Housing Regulator standards, DAHA principles and safeguarding frameworks.
·         As strategic lead for partnership working on ASB and related issues, the postholder drives joined-up, borough-wide service delivery, shaping multi-agency responses, locality-based problem solving and coordinated enforcement activity to keep residents safe and deliver continuous service improvement in line with Council objectives.
