SEND Reforms Programme & Transformation Lead
Location: Hammersmith & Fulham
Rate: £550 per day
Working Pattern: Hybrid
We are currently recruiting for an experienced SEND Reforms Programme & Transformation Lead to provide strategic leadership and delivery oversight of the Experts at Hand (EAH) Programme within Hammersmith & Fulham.
This is a key transformation role focused on implementing a locality-based, multi-agency SEND support model that promotes early intervention, inclusion and improved outcomes for children and young people.
Key Responsibilities
- Provide strategic leadership, coordination and delivery oversight of the Experts at Hand Programme.
- Lead the implementation of a locality-based, multi-agency model for SEND support.
- Drive a preventative and intelligence-led approach to identifying and responding to SEND needs.
- Lead system-wide collaboration across education, health and Local Authority partners.
- Work closely with Family Hubs, Early Help and commissioning teams to ensure the SEND model aligns with wider strategic priorities.
- Develop and embed sustainable ways of working that ensure specialist expertise is available at the point of need.
- Oversee programme delivery, ensuring milestones, outcomes and transformation objectives are achieved.
- Build effective relationships with senior stakeholders and partner organisations across the SEND system.
- Support cultural and operational change across partner agencies to strengthen inclusion and early intervention.
- Use data, intelligence and stakeholder insight to inform programme development and continuous improvement.
- Ensure the programme supports improved experiences and outcomes for children, young people and families.
- Liaise with stakeholders in a way that promotes Hammersmith & Fulham Council’s Plan, values and behaviours.
Requirements
- Significant experience leading SEND transformation, reform or improvement programmes.
- Strong understanding of the SEND system and the needs of children and young people with SEND.
- Proven experience working strategically across education, health and Local Authority services.
- Experience leading complex, multi-agency programmes and influencing senior stakeholders.
- Strong understanding of early intervention, inclusion, Early Help and preventative approaches.
- Excellent programme management, strategic leadership and partnership-working skills.
- Ability to drive change across complex systems and translate strategy into practical delivery.
- Strong analytical and problem-solving skills, with the ability to use intelligence and data to inform decision-making.
