Independent Reviewing Officer, £47.50ph, Portsmouth
Pertemps are recruiting for an experienced Independent Reviewing Officer to quality assure the care planning process and interventions for children within Portsmouth.
The Independent Reviewing Officer provides independent oversight of children and young people’s plans, ensuring high-quality, timely multi-agency work that leads to positive outcomes. The role involves offering constructive feedback to ensure care plans progress efficiently. Adhering to the IRO Handbook, the Officer consults with children before reviews, encouraging their active participation and advocacy. They also use restorative practices to engage with children, families, and carers, ensuring meaningful contributions to Care Planning.
 
Key duties:

  • Manage cases for children under child protection planning and those in care, including chairing Child Protection Conferences and Children We Care For review meetings.
  • Ensure conferences are restorative, with robust analysis and clear, SMART plans that reduce harm and achieve positive outcomes.
  • Scrutinize and monitor the progression of plans, addressing delays and escalating concerns as necessary to ensure child safety.
  • Fulfil all IRO responsibilities as outlined in the IRO Handbook, including chairing review meetings and overseeing care plans to achieve permanence.
  • Work collaboratively with the IRO team to provide professional support and advice to operational teams and multi-agency partners.
  • Contribute to business planning and collaborate with city agencies as part of the Children & Families Social Care and Safeguarding management team.
  • Play a key role in the Quality Assurance Framework, participating in various audit activities, often on a multi-agency basis.
  • Engage in partnership working with service users, carers, and a wide range of staff from various organizations.

Requirements:

  • Must be a registered social worker with substantial post-qualifying experience in statutory childcare, including some management experience.
  • Ability to build relationships with children and young people, encouraging their engagement and participation in meetings.
  • Experienced in chairing effective, inclusive multi-agency meetings with children, young people, and families.
  • Capable of identifying, challenging, and escalating issues that impede the progression of children’s plans.
  • Maintain independence and objectivity while working closely with all involved parties.
  • Skilled in writing concise, high-quality reports, editing minutes, and recording decisions promptly; ability to write child-friendly letters tailored to their age and understanding. Training and development opportunities will be provided.
